To find an ircop type:
/ircops
It will display a list of operators. Anything with Serv on the end of it (such as ChanServ) is a channel service and not a real person.
To send a message to the all the operators, type:
/msg #opers help, I've fallen and I can't get up.
Note: Abuse of this mechanism will ban you from the server for a limited time.
